Strategic Goal #2: Upzoning for Inclusive and Equitable Communities

03 June, 2023

As communities in Salt Lake County grapple with the ever-growing demand for housing, it is important that we reevaluate our approach to zoning . Traditionally, zoning regulations have prioritized single-family homes and low-density development, leading to spatial inequities, social isolation, and unsustainable urban sprawl. However, by upzoning communities in an inclusive and equitable manner, we have the opportunity to foster diverse, livable, and vibrant communities that cater to the needs of all residents.

1. Affordable Housing and Economic Accessibility

One of the most significant advantages of upzoning our communities is the potential to address the pressing issue of affordable housing. By allowing for the construction of multi-unit buildings and mixed-use developments, we can accommodate a greater number of residents in a given area, thus increasing the supply of housing options. This, in turn, can help alleviate housing shortages, promote socioeconomic diversity, and enhance economic accessibility for individuals across all income levels.

2. Walkability and Access to Amenities

Upzoning enables the creation of walkable communities, where people can access amenities, services, and employment opportunities within a reasonable distance from their homes. By promoting mixed-use development, with residential, commercial, and recreational spaces intertwined, we reduce the need for long commutes and foster a sense of place. This not only benefits residents but also bolsters local businesses, stimulates economic growth, and reduces traffic congestion and pollution.

3. Social Cohesion and Community Integration

Diverse neighborhoods thrive on social interactions, shared experiences, and a sense of community. Upzoning can facilitate social cohesion by promoting interaction among residents and fostering a greater sense of belonging. Mixed-use developments with public spaces, parks, and community centers create opportunities for people to connect, engage in civic activities, and build strong community ties. By encouraging inclusivity and equitable access to public amenities, we can break down barriers and build vibrant communities.

4. Environmental Sustainability

Urban sprawl driven by flawed zoning patterns often results in the destruction of agricultural and natural habitats, increased energy consumption, and unsustainable use of resources. Conversely, upzoning promotes environmental sustainability and the financial health of communities. By concentrating development in existing urban areas, we can reduce the need for additional infrastructure, preserve agricultural communities and green spaces, and encourage the use of sustainable transit systems. Well-designed neighborhoods can also facilitate the adoption of renewable energy sources, promote efficient waste management systems, and encourage sustainable practices.

5. Transit-Oriented Development:

Upzoning goes hand in hand with transit-oriented development (TOD), where high-density housing is located near sustainable transportation hubs. TOD not only supports sustainable mobility but also ensures that communities are accessible to all, regardless of car ownership. By integrating housing, workplaces, and amenities in close proximity to transit options, we can reduce reliance on private vehicles, alleviate traffic congestion, and enhance mobility for individuals of all socioeconomic backgrounds.

To create inclusive and equitable communities, we must reevaluate our approach to zoning. By upzoning in an inclusive and equitable manner, we can address housing affordability, promote economic accessibility, enhance walkability, foster social cohesion, and prioritize environmental and financial sustainability. It is essential to work collaboratively with communities, policymakers, and urban planners to ensure that increased zoning density is thoughtfully implemented, taking into account the unique needs, character, and heritage of each neighborhood. Upzoning allows us to build thriving, diverse, and sustainable communities that provide a high quality of life for all residents.
